During the discussion it was stressed that "the proposition concerning the protection of the indigent citizens through the implementation of the social rate has no advantage in comparison with the current order of the electricity supplement with the every month cashless subvention for the compensation of the expenses for the use of the dwelling or its keeping and public utilities". People´s Deputies deem that the realization of the Bill might facilitate the increase of the cross subvention between the use of consumers but does not solve the main problem transference of the citizen on the payment for the consumed electricity for the economically based prices".
